It is now a network of the national standards institutes of over 170 countries with a Central Secretariat in Geneva, Switzerland that coordinates the system. Many users of the ISO 9001-based, ISO 14001 or ISO 22000 management systems standards choose to have their implementation independently audited and certified as conforming. ISO itself does not perform certification to its ISO 9001, ISO 14001 or ISO 22000 management systems standards, and contrary to popular belief, it does not exercise control over the "self-declared" accreditation bodies such as: ANAB (United States, ANSI-ASQ), CNAB (China), DAR/TGA (Germany), INMETRO (Brazil), RvA (Netherlands), SCC (Canada), UKAS (United Kingdom), etc. that accredit certification bodies (registrars) to carry out conformity assessments of organizations' management systems. Certification BodiesCertification bodies (often referred to as registrars) and the accreditation bodies that accredited them are not all the same and organizations should select their certification body wisely. For example, is the Accreditation Body that accredited your registrar, or the registrar you plan on using, a member of the IAF (International Accreditation Forum, Inc.)? If not, you might want to ask why? Buyer Beware!An organization seeking certification of one of its management systems should particularly be wary if a potential service provider offers 'certification' services and the provider is not accredited by a nationally recognized accreditation body - the certificates they issue may have very limited value in the eyes of customers. Unfortunately there are so many examples of this that automotive industry auditors are specifically instructed to verify the mark of the accreditation body on the certificates of the suppliers to the organization they are auditing, if there is no mark from a nationally recognized accreditation body on the certificate, the organization has to notify their supplier that their certificate is not acceptable. An organization might also want to take into consideration such factors as industry approvals. If a certification body does not have a contract with the International Automotive Task Force (IATF), that monitors automotive suppliers' quality and service levels, and correlates sub-standard suppliers with their certification body to determine if there are any concerning trends, you might want to ask why not. Another concern should be auditor credentials. Certification bodies are marketing the value and benefits of third party certification and some, but not all, require that their auditors be certified by an independent third party such as IRCA, NQI or RABQSA. If a certification body isn't requiring their auditors to be third party certified, you might question whether they believe in what they are selling. Industry experience may also be important, what are the certification body's auditor industry-qualification policies? Finally, if the Certification Body unconditionally guarantees certification of your organization's quality, environmental, occupational health and safety, or food safety management systems, think about what that means – they offer the same promise to any organization? You might want to consider a registrar whose certificates are internationally recognized as the most rigorous – that has value!
